AMD gpus are known to have great input latency honestly at least for me.
What you should you do is strip the audio driver from the package completely before installing the GPU driver.
Not having it installed = no placebo issues.

Issue seems completely erased by setting the base clock to 102.80mhz and disabling multi core enhancement.... (9700f, z390,) tscsyncpolicy standard. depend on your issue in my opinion, brass standoff solve the problems for me because my problem was grouding issue.

EXTENDED EXPLANATION I think my fix is not gonna automatically fix the problem for everyone, but I think the problem in my case was that by using the painted standoffs the motherboard was grounded to the PSU which itself was grounded to the wall and case.
