Okay i found the answer
NVIDIA will now change this using their display driver, and when Windowed G-Sync is enabled, whichever window is the current active window will be the one that determines the refresh rate.

Where did you get this info about borderless fullscreen? Or you tested this? I just partly dont trust this answer because its still window and other windows are still processed at tha background (you can even move this screen-sized window to any side and see other windows) And disclaimer from nvidia...

Hello. Im planning to buy gsync 144hz monitor. And my question is: if i set gsync to work in windowed mode and i will play a game in window with capping to 120 fps in-game (fps_max 120) will my monitor refresh with 120 hz or 144 hz (because other windows except game are not capped)?? How do i manage...

Does it mean Vulkan have ~3ms less input lag than dx? And does opengl have less input lag too? Asking about opengl because my GTX 570 doesnt support Vulkan.

dude its just how blur reduction works - making flickering between each frame. So to stop flickering you must turn off blur reduction
