Maybe I'm missing something, but how can this be physically possible? I mean, if the VGA output is only physically capable of sending out 60 frames per second at 1080p, then no converter will "force" this connector to somehow pull any more frames out of your laptop. Maybe there are converters that w...

But... if your laptop only has a VGA output, then it won't push 120Hz through it even if you have Dual-Link DVI on the other end of the cable.

One question - do you want to use blur reduction (strobing) or not? The problem is that the PS4 will only send 60 frames per second to your screen which will then run in 1080p60 so... not that it's a bad choice by any means, but you won't really benefit from it being capable of running at 120Hz... via Dual-Link DVI or DisplayPort (which the PS4 doesn't have)
