Is this 15 fps lock a universal issue with G-Sync, has anyone else experienced it?

Wow, didn't realize that G-sync locks fps to 15 if you drop below 30. Why does it do this, and is there any to fix it?

Any more updates on streaming while fully utilizing G-Sync? If it's possible, what would be the optimal setup using OBS?
