When i turn on borderless/windowed i get 3quick stutters per second You will get contradicting information from many people. To get fewer stutters per second, cap 0.1 or even 0.05 below -- not 1fps below. For example, try capping 0.1 below -- that will be one surge of stuttering every 10 seconds. Y...

No tearing with fast sync on. What i was saying is that without any sort of vsync and fast sync no aero if i lock games at 63 fps the tear line moves vertically and loops back. So i did this for testing purposes and i noticed that the tear appears to be shifting up and down lighting fast. The shifting up and down is caused by small variances in frame render time after the framerate cap. Anyway, it looks like normal tearing. You can verify that by checking that the tearing...
