Sorry if necro, but the timer affects the internal fps limiters of at least a few games I've tested;
CSGO, Rainbow and most cryengine based games.
It seems to:
1. Reduce frametime variation
2. Increase accuracy for the fps limit setpoint.
Another tidbit: Ive seen the effect of 1.0ms doing 110fps without input, start moving it goes up to 115fps, while setting 0.5ms starts on 113fps, and goes down to 109ms while moving.
Basically gives a reversed effect (affects fps skew)
I found it really handy to use with running Gsync without Vsync (Potential tearline at bottom) to get the absolute highest fps with minimal amount of bottom tearing.
Must also be noted that different windows builds/versions also affect the behavior between timers and internal game limiters.
What I havent tested is; Does it affect input latency, from practical experience, No. It would've been less than 1<ms on average if any.

If you're familiar with video signal timings --
Latency is lowest for imagery immediately below a tearline, and highest for imagery immediately above a tearline.
For GSYNC+VSYNC OFF, tearline position can be a lag benchmarker, since the movement of tearline 1 pixel downwards is one unit of horizontal scanrate. 160KHz means a 1/160000sec delay moves a tearline one pixel down.
