First to make:
1) Default cfg (rename 730 folder in userdata)
All settings low (disable reflex), set prerender frames driver 1 (nvidia low latency on)
2) Disable fullscreen optimizations on .exe
3) If 2 bad, uncheck it and use -vulkan options
4) Lock max gpu freq (Reflex + boost can work bad) lock it in regedit or msi afterberner
5) use very old driver for old gpu like gtx 1080ti, but use latest drivers for RTX.
issue of this game now problems with cpu streams, game work on 0 core hard 100%, it cause big lag if usb / network driver / gpu driver have interrupts on it.
if you uncheck cs2 core 0 game stop working, but not like csgo.
edit: for real, vulcan better use cpu cores, vs dx11, but maybe dx11 more stable for custom interrupts because it work only 0 core in 100% max, another cores 30-50% (13700kf 8/8)

ye, ofc, use -full / fullscreen options if you play games. (can check disable ansil / mpo / windows full opt.)
+ you can use low res like 1024x768 with display scaling with good view pixels)
dont use -high option it cause mouse driver / gpu driver lag.

Sorry I didn't understand what you meant, are you trying to say that it's bad to set Mouse Driver/GPU Driver to High in MSI V3?

Hes saying dont use -high at cs2 launch options on steam.
