Stop CPU from changing frequency?

I have my CPU set to use max frequency and I have disabled intel speed step and everything in BIOS but my CPU still changes between 3.97, 3.98, 3.99, 4.00, 4.01. 4.02 all the time, is there any way for me to lock it to one value?

i think this is because of spread spectrum, look for "BCLK spread spectrum" in bios and try to disable

i think this is because of spread spectrum, look for "BCLK spread spectrum" in bios and try to disable
I do not have the option for BCLK spread spectrum, my bios is very basic from Lenovo. Maybe they have it enabled without giving me the option to change it and that would suck..

I do not have the option for BCLK spread spectrum, my bios is very basic from Lenovo. Maybe they have it enabled without giving me the option to change it and that would suck..
Why would that suck though? Does it affect anything on your end? If anything, spread spectrum was made to make things more stable, so you shouldn't be worrying.
