4k hz mouse, lamzu thorn in particular, tried every port and hags on/off win11 and its still like this
is my mouse just broken or what could this even be?

Have you tested the mouse solo?
Try unplugging everything you own (connect only USB keyboard and mouse) and plug them into completely separate Root Hubs.
Buy a PCIe USB card if need be;
Sometimes it's a bad USB port, but could be system, or massive crazy mouse event surging (e.g. bufferbloat).
What's your CPU utilization when this happens? If 100%, you may need to try a lower-CPU-utilization-way of doing this.

I've tried it solo and plugged into all different roothubs, tried every single usb port and its still the same. Funnily enough I've seemed to fix it by disabling idle on the cpu as well as hyperthreading off lol. It's not perfect but its a lot better
