Can't you just use the fps command to set a max frame rate?
yea its possible to use fps_max but the variability of the frame times is quite a bit worse than in 1.6
pretty easy to check with a fraps benchmark

1.6 is just as variable on my Pentium 2 400MHz, which is what the game was made for ;-)

I'm pretty sure that CS:GO will run just as well as 1.6 on a PC made 15 years from now.

But in 1.6 the framerate is synchronized to tickrate. You notice that when you lag and drop frames and when you go above tickrate amount of frames via developer 1 - which changes the physics of the game.
In GO every client frame is not a tick frame but an interpolated frame, which has its advantages but also means the rendering interval is more dependent on your system.
I think 1.6's single-core rendering vs. GO's multi-core rendering is really the culprit messing with consistent frametimes though.

Yes. Buying a good PC. If you run on a potato machine that's not meant for games, you can't expect a good gaming experience.

CS:GO is one of the best optimized games out there. If your PC can't run it well, you must be on a machine from the previous decade or something.

I have a i5 2320 which is a 3 Ghz quadcore and a HD 7850. I get at least 200 FPS on lowest settings. A friend of mine has a better pc (2500k and a gtx 680) and he also feels like CSGO is sluggish. Im not sure if a good PC fixes this.

Does "fps_max 140" fix it? If not, then I don't know.

No, unfortunately not. Thank you anyways for your effort. I guess I buy a better PC soon, it really seems to be my hardware/settings.

Try lowest settings, for example FXAA adds input lag because it's post process AA.
