Strobe duty changes the persistence, e.g. the amount of blur reduction. Persistence affects how long the backlight is off and on during a frame, but only Chief Blur Buster knows the exact technical way this works. But basically it functions the same as the Lightboost 10%-100% slider does. Lower values increase amount of blur reduction and dim the screen more.

For some reason, a higher strobe duty also lowers the entire strobing phase down the screen (similar to increasing strobe phase itself, but to a far lower degree); e.g. the strobe crosstalk gets lowered from top to bottom.

Then i should keep it high or low for fastest settings? I'm playing mainly cs:go and was just checking all settings for hardware (changed system) and don't know how to set this one

Find out for yourself what looks best.
Low strobe duty=more smooth motion (more motion blur REDUCTION)= better movement clarity.

Drawback=dimmer screen. Screen might get too dim and then your reaction time suffers from not being able to identify enemies fast enough.

High strobe duty=brighter screen, much easier to spot objects (that are not moving). Can also spot objects moving but will be blurry.
Drawback= more motion blur. fast moving objects may become hard to make out the details instead of being crystal clear.

Only you can decide the tradeoff.
