This has really got me confused, when I first set up the monitor using blur reduction and the the 1350 trick this wasn't a problem, but I was having on and off FPS issues where the frame rate would be at 60-90 fps but it would feel choppy (just had this today). I reset the monitor and redid the settings, but when I opened Overwatch the game is now flickering only with blur reduction on, yet it doesn't flicker in a boarderless window.
TLDR: Game is flickering with blur reduction 1350 trick in fullscreen but not in a boarderless window, but is totally fine in fullscreen with motion blur off.

Can you please post your EXACT timings?
All values.
Refresh rate, VT used, HT/VT, pixel clock, etc.
And don't ever use VT 1350 at 100hz. This only accepts VT 1354. VT 1500 is better for 100 and 120hz anyway.

Thanks for the reply, I'll save the information if a this problem reemerges. I managed to fix this problem by using ToastyX utility instead of Nvidia control panel, I heard Nvidia control panel can cause some problems.
