Management companies can choose whether to be part of the program or not or whether to accept tenants. The only companies that HAVE to accept tenants (if they are vacancies, and if qualified renters) are contracted projects, as below.

There are also management companies that contract directly with the U.S. department of Housing and Urban Development to run their own section 8 program for the entire complex. Those are called projects and have multi-year waiting lists. Tenant based vouchers can be used at normally managed complexes and those places have to cooperate with the local county Housing Authority, instead of with the US "HUD". Those people with vouchers can rent anywhere in the county or city where the housing authority oversees, and the voucher "follows" them if they choose to move to a different area. Projects are based ONLY on the exact apartment it's on.

Something like that.

Anyway, the problem is: 1) projects often have 2-5 year waiting lists and many times theres so many people the lists are closed.
2) tenant based vouchers have competition from regular renters and others as very few places tend to accept tenant based section 8 now (many more did several years ago). Management companies want to raise their rents regularly. The housing authorities don't like rents that go above fair market value.
