It's possible. But my BENQ XL2420G also has a slight 1mm-offset panel as well, and I see it on an ASUS VG248QE too. 1-2mm mis-positioning within monitor bezels are typically normal for many production runs. Sometimes it's actually a mispositioning directly in the glass (e.g. panel glass is mis-cut by 1mm) and monitor manufacturers have to deal with it. But yes, that light cover clip breaking really easily -- not fun. (I'm not sure what it is -- maybe it's under a different word -- can you photo it?) That does merit a replacement if you need it, see if you can get BENQ to send you a new one.
