You need freesync/G-sync in order to remove screen tearing. Any particular reason why you don't like G-sync?

Solution:
Reset your NVIDIA Control Panel settings and make sure you're not using VSYNC OFF for fullscreen mode.
Ideally, you should only set VSYNC OFF on a per-application basis, and never for global fullscreen usage.
Manage 3D Settings -> Global Settings -> Vertical Sync -> Use the 3D application setting
For TestUFO, you don't want web browsers such as Google Chrome to use VSYNC OFF in fullscreen mode.
If you want to force VSYNC OFF, do it via in-game and/or the Program Settings.
EDIT: Also restart browser if you're getting tearing in TestUFO, or better yet, restart computer

Does it happen at lower refresh rates like 60hz as well? does it happen in microsoft edge?
Make sure hardware acceleration is enabled in Chrome settings. Make sure Freesync is enabled. If you have an Nvidia GPU, make sure G-SYNC for full screen is enabled.

The problem is actually slightly different; the problem is the user has a global VSYNC OFF setting in their graphics drivers that needs to be removed/deleted/undone. The global setting is interfering with applications that user doesn't want VSYNC OFF in.
Then the "Use application setting" will automatically use VSYNC ON in the software (emulators, Chrome, fighting games) that works best with VSYNC ON. The user can still use G-SYNC instead, simply by configuring Program Settings to G-SYNC and then configuring the in-game menus to VSYNC OFF.
