High fps stutter

I get 90-100 fps while gaming, but the game stutters. It happens on every game.
I have updated windows
I have updates graphics card
I have clean installed the graphics card
I have updated bios
I have installed the game into ssd
I have tried turning vsync on
I have tried turning freesync off
Temperatures while gaming: cpu 50 celsius gpu 65 celsius
Ram usage while gaming: 65%
Gtx 1650 i510400f 16gb 2666mhz ram 75 hz monitor

Stuttering is normal, especially with modern games on older hardware. But even if you had a 4090 and the latest and fastest CPU money can buy, there's still gonna be some stutter from time to time. The faster your hardware, the less frequent stutter will be, but you can't get rid of it completely in most games.

I'm on an Asus board with same generation 10850k and have 0 stutter. The first solution when someone says "stutter" is to turn off hyperthreading. While you're there, also turn off off things like PCI-E clock gating and above 4g decoding. Next step, it's possible things like your memory settings are bad and causing problems. Set memory divider to 100:133, 2133mhz memory speed, and 15-15-15-36 1T timings and see what it looks like.

After that, make sure you're not running any meme garbage plugged into your USB ports like 8000hz polling keyboards. Plug in just a 1000hz mouse + 125hz keyboard. There's supposedly DPC issues with newer Nvidia drivers so maybe try an older driver like 456.71 (first reflex driver). Drivers after 441.66 and 456.71 seemed to have unbearable input lag for my 1070 GTX which is why I switched to 7800xt (whose drivers also suck unless you use driver slimmer to strip out all the garbage and install in "driver only mode," then they seem to be better than Nvidia).
