Probably a problem with your graphics card or drivers. If it was the monitor it wouldn't matter if you're looking at facebook.
Or it could be someone doesn't want you looking at facebook, and installed some software to mess with you.

Don't overclock your video card memory. Set the RAM Speeds to default.
This issue is not monitor related. You are using an AMD Video card. This issue is a problem with AMD cards for years, using the 7970 and older GPU familes (includes the 280x rebrand).

I have r9 270x toxic, i never overclock... maybe my driver is bugged?

You have a "Toxic" card.
It's factory overclocked.
that's why it's called "Toxic" brand.
But UVD clocks are set in BIOS and are separate from default "RAM" clocks.
If cards do not change default clocks memory speeds in BIOS to match UVD clocks, this problem will happen.
You can try a BIOS editor to change UVD RAM speed to match stock RAM speed.
This problem is because of MEMORY clocks when video playback is engaged.
You can go to Guru3d.com and look up "UVD scrambled screen" in AMD section.
Workaround to stop this problem is don't use 144hz refresh rate.
But this problem can still happen if Stream or Video is used at the same time as a game, or during multi-monitor.

•AMD/ATI cards have a design limitation that causes video acceleration to scramble the screen if the vertical blanking/total is below standard with the video card's memory overclocked or with multiple monitors connected. Skype is known to trigger this problem. Either don't overclock the video card's memory, or use the "LCD standard" vertical blanking/total.

You can also get a R9 290/X or R9 380 or R9 390/x, which doesn't have this problem anymore as clock speeds are dynamic now.
