the type of monitor i got is a [Perfect Pixel] X-star DP2414LED Full HD Gaming Monitor 24" 144Hz. I got a DVI Dual Link cable (came with package) but the Hz setting only goes to 60hz. I checked in the Display Settings but I got an AMD driver so no NVIDIA Control Panel...

1) if the AMD video card has two DVI ports, use the TOP port, not the bottom. Some older AMD cards had two ports and the top port is a dual link DVI port and the bottom is a single link port (limited to 1920x1080@75hz under best circumstances, and might require using the ToastyX pixel clock patcher)

2) if the AMD video card is a BUDGET card of a main product line, example: a low 4000 series card when the high end card is a 4890, or a low 5000 series card when the high end card is a 5970, a low 6000 series card when the high end card is a 6970, etc, then the video card might only have a single link DVI port. EVEN if the pins on it look like a dual link port, it might be electrically single link.

Can you tell us exactly what brand and model and part number your video card is?

Also, you can try uninstalling your AMD drivers, download wagnard's Display Driver Uninstaller, boot to windows safe mode, run DDU (in safe mode only), reboot, and then reinstall your AMD drivers.
If you still are limited to 60hz, then your DVI port is a single link port, which will not go past 74-75hz at all.

I had same issue with AMD radeon MSI R7 250X several years ago. It has only one single link DVI port :X
I guess Ryclic has the same issue.
