Missing Display - No Scaling on VG248QE?

I was looking at my NVIDIA drivers after a reformat and I noticed that I could only perform scaling on GPU.

I could've sworn that I had the option of perform scaling on Display rather than GPU.

Does anyone know why I am not able to perform scaling on Display (VG248QE)?

installed custom refresh rates with strobelight?

Yes, I'm guessing that's what did it. Is there a way around this or am I forced to use GPU Scaling?
