Hire a electrican , tell him to tighten all eletrical contact points from buildings enterance to your flat
He/she will say there should be voltage drop if those contacts gone weak , just tell him/her to do it anyway

(They will have to cut electricity of entire building , if its problem for you just skip the enterance and do
your floor>meter in>meter out> your flat)

bro in 2018 i had 2 electricians and did everything new in my house, every single cable changed,every circuit and fuse box was new, problem still persist.

And your house was not a apartment I guess , if so do these electricians also changed wire that comes from street to your house?

Well I did not told just call a electrician :D, I said there is a specific thing to be done

If there is severe looseness in neutral line your voltage will change , but a high resistance in path can not show such effect yet still can disturb electric motors, and everbody has electric motors in their home, refrigerators has 2 of them minimum

A apartment with 20 flats = 40 electric motors running on bad neutral and you share line with them vs
