backlight strobing on a 60Hz monitor without strobe support?

Is it possible to enable backlight strobing on a 60Hz monitor that doesnt support it?
Im under the impression that any LCD has the hardware capabilities for strobing but of course lacks the firmware/software to support it.
If this is the case would it be possible to enable strobing for my BL2420PT at 60Hz?
the only possible chance of doing this would be with CRU, I think.
