Hi. I plugged this pc and formatted disk in uefi.

2x16 GB DDR5 GSKILL 6800
Rtx 4090 Gigabyte Gaming
Aorus Elite Z790 AX
SSD KINGSTON 2TB
Seasonic 1300W PX ATX 3.0 PCIE 5.
My monitor is Alienware AW2723DF 1440P
I have a G-Sync compatible monitor, and if G-Sync is enabled my monitor will go black for about a second if I open a store page in STEAM and scroll the video out of view. It will then go black again if I scroll it into view. The video plays fine and otherwise Steam itself works normally, but if the video enters or exits the visible area of the screen the display loses sync for a short while 1 second. It doesn't do it if G-Sync is off. No other application on my system causes this.

I've seen this on a lot of Dell monitors. It's usually a bad display cable or bad port on the monitor. Dell has quality control issues with the DisplayPort cables they use.
You should be able to test both since it has an HDMI port as well. If you buy a new DisplayPort cable, make sure it's a good quality one.
Oh and it could just be the cable isn't plugged in all the way.

Ok i restarted STEAM ( it was happening only in steam app ) and no more that issue. So its ok.
Also i disabled and re enabled again HW ACCELERATION in steam settings. Now its ok. With gsync on even.
So it waas not monitor or cable?
