I put the 2 side monitors that I have both do so I think the problem is not the monitor.

Wait, you're saying that you have two non-G-SYNC monitors, and you have the brightness issue with those monitors as well?
Does this problem only happen in GTA? If so, it may be an in-game HDR effect at night causing it then, which would mean it has nothing to do with G-SYNC or your monitor at all.
I don't have GTA unfortunately. But again, it sounds like an in-game lighting effect. Try setting GTA to the lowest settings, and see if it happens then.

If the brightness issue is only happening to you in GTA V, it is likely GTA V's "Post FX" setting.
One of those effects (HDR lighting) simulates the human eye adjusting to light sources, which makes brightness fluctuate like that.

Yes, some games have a HDR mode that dynamically adjusts global brightness of game based on average brightness of scenery, as a HDR effect. Half Life 2 Episodes in "HDR" mode did this, too.
