I believe you need to use the exact refresh rate of your monitor, not 30. Alt+click as mentioned in guide might work, and also check:
https://www.testufo.com/refreshrate
I tested refresh rate on linked site and also in RTSS app and it's 60.000 Hz :)
For now I'm using S-Sync X/2 in hybrid ...

Okey, now I understand. In my case there seems to be three solutions:
1. S-Sync X/2 in "standard" mode, with value "1" and Vsync ON via NVCP.
2. S-Sync X/2 in hybrid mode, with value which I have to find to hide tearline, VSync OFF and framelimiter set to 30.

Could you tell me more about these values which has to be entered next to Scanline Sync X/2? What "1" means? I'm testing hybrid mode right now. I entered "-100" value as it was on the screenshot.

It's been a while when I asked you about correct way to cap 30 FPS on some games. I finally decided to buy Cp2077 + xbox gamepad for PC and now I'm fighting to achieve "smooth" 30 FPS lock as smooth it can be but... it's not that simple.

With 1/2 vsync this cannot happen, as the GPU will force the frame to wait for the correct 16.7ms mark (there's two of them.)
Okey, I understand. But what is the difference between normal Vsync and 1/2 Vsync in situation where framerate is capped?

EASY:
Try testing normal VSYNC ON (not 1/2 VSYNC), and use RTSS to cap at exactly half the value you see at .... This will do a similar job to 1/2 VSYNC but with possibly slightly less input lag.
So normal Vsync with fps cap may be (or not) better option than 1/2 ...
