could be internet related
check your modem stats,
example crc errors fec errors retransmission and so on
lets say you have 0 loss but still have this problem than it could be "packet delayed" problem
your modem is sending and receiving data, when a packet gets loss, than your modem is asking for ...

ingame desync (hitreg related/fast peeker) fixed with technican
my vdsl connection was not wired correctly and only wired with one wire, which led to many errors (High FEC Downstream)
after the fix its now 0 and hitreg/desync problem is gone

dunno why no one mention this but the only reason why its better is mouse hz 125hz

lower hz means lower cpu usage which results better constantly fps better hitreg while flicking
just flick with 1000-4000hz and watch your fps, it will fluctuate more you shake it fast

Can you prove it ? Also what is the diffrence if it runs on core 2 1 3 or 0 ?

you could also up the numberr of rssqueues to 4

add new string, rename it to 4, open it and in "value data" type 4 Queues
