I was getting a stutter with "Low Latency Mode" Set to Ultra. Changing it to "On" fixed my issue.

You need Vsync ON and Gsync/Fresync on with a frame limit of -5 of your max to be smoothest and least input lag. In "Manage 3D settings" in nvidia control panel, do you have "low latency mode" set to "Ultra"? I had a similar issue and this was causing it for me. Switching to "On" seemed to resolve it. Let me know if that does it
