I don't think that we are near the limit for motion blur in sample-and-hold displays but I also expect that journey to 1000 Hz might take long time. Although the paper is quite interesting, I don't think that it translates to any improvement of PC displays since they worked with displays with passive matrix and displaying only rectangular elements, not general purpose graphics.
