I did replace the Intel 660p with Samsung 980 Pro, it made no difference with the problem that I was having.

Change? No. But I ran with all case plugs disconnected except the power. I also ran it with no case as I was changing out motherboards and had the same result. There is no doubt that it is 100% an issue with the CPU or Motherboard.

Can you explain the problem you had with amd in fine detail ?

Fine detail? That EVERY game had stutters like crazy no matter the settings/GPU/mem and other things I changed. The best visible way to see it is to watch the video in my post.

21H2 right now, I had some issues after updating to 22h2 (not gaming related - software developer tool related) and I rolled back. Gaming was fine and not stuttering on either version of Win 11.

what kind cpu and mobo you get?

12900k CPU and Asus ROG Strix Z690 D4 mobo (DDR4 so I could use the same RAM)

I replaced AMD CPU and mobo with Intel and the problem is fixed. All other components are the same, not sure where the issue is, but it has something to do with AMD chipset or CPU, and no updates or settings I tried resolved the issue.

I just got the last of my thermal pads today, so I'll be pasting/padding soon to try that out.

Okay a few things... Try turning game mode off in windows. Try using accelerated GPU scheduling as well. Try turning RFI spread spectrum to 6% in your bios.
