UPDATE: Hopefully the last one :D I have finally fixed it. It was actually caused by my routers power supply - it was faulty and it was injecting EMI into my power grid, when I tried with ethernet unplugged I still had issues, after replacing the routers power supply with another one ...

installed the card, updated drivers. immediately noticed my mouse input is way faster, just like OP said. i still believe grounding issues are a real thing with other users on here, but this definitely made aiming feel snappier, it did something for sure, this was not placebo.

it has writing on it, "IEMMEQU NF-USE-1291-H05VV-F 3G 0.75mm² LONGWELL-P 2007", other than that it's a black Schuko C13 cable. My cable from before had no writing on it and came with my PSU, I'm guessing they cheaped out on the cable.
