I had exactly the the same problem with my 1660ti. Try switching pci-e cables and avoid using "split" cables. Use every 8 pin connector for itself from PSU and try to avoid bending at GPU port.. I removed my side panel so cables are relaxed and unbent and that fixed this weird problem. Is it bad sol...

My brother has it and its fine. Check windows display settings and confirm You are running in 144hz mode.
