Its definitely the Internet. Its not "definetely internet". Geography of desync is too wide to be only internet, and even in the same city there is guys with strong desync and tier-2 pro with hltv and who plays for national team, which using same internet, but lives on other street in the same dist...

DNS is not participating in your gaming at all.
DNS is address to IP transition service and thats all.
