On my screenshot you can see latency (ping both ways) is almost stable, however upload speed is down (channel is symmetrical) and a lot of dropped packets.
However, dumb ISPs still thinking ping is reliable method to debug connectivity.

Nothing to do with MTU, because maxroutable in CS2 is 1200, so literally any internet channel with any auth (plain eth, PPPoE, various VPNs etc) is suitable.

Nothing to test. Bufferbloat exists when you utilizing FULL channel bandwidth and packets stucking in queue. If you have at least 10mbit/s and no other consumers connected to router and no other software beside game client - you dont have any bufferbloat on your side.
