VRR can only adjust refresh down, not up.
Obviously if you run your monitor at 60 Hz - G-Sync will be limited to 60 Hz too.
Some games have an option to switch your monitor refresh rate, but many don't and will keep using what you set on your desktop.

Newer cards support Multiplane Overlays which allow G-Sync to natively function outside of fullscreen, this could be the reason.

Minecraft runs on Java (javaw.exe), so you should create profile for that.

It's not working because you haven't ticked "Enable settings for the selected display model".

The last time i tested it (Windows 10 21H2) - using display cloning prevented borderless fullscreen games from getting tearing (even though they still engage Independent Flip), increasing input lag a little.

Another solution is to remove all lower refresh rates with Custom Resolution Utility, so no games would be able to use them.
