I suspect your NIC is the issue. You could try an external NIC or a wifi connection as a test to see if it makes a difference. I notice this and this is clearly a network connection problem. I assume you are not on FTTH connection. Even if you are on FTTH this can happen coz i face it against certain players and at the same ping and even when the enemy player is playing at a ping higher than mine. So clearly, network latenc...
