Bufferbloat doesn't affect what we're going through here. You're only affected by bufferbloat if you're using your Internet to the maximum. I say this from personal experience. The only thing that helped me with superhuman enemies is switching to a different FTTH connection. I can get a FTTH connection but my cables are routed under the skirting boards so I would have to remove all of them and redo the routing which is a real pain in the ass... Since there's no guarantee ...

I suspect your NIC is the issue. You could try an external NIC or a wifi connection as a test to see if it makes a difference.
