No, that is not how it works at all.
If we're talking about total motion performance (encompassing both eye-tracked & fixed-gaze scenarios) and assuming that you can run +1000FPS, then a 180Hz IPS panel cannot be of the same performance as a 240hz LCD panel.

Not anytime soon; you'll need to enable GPU motion blur AND ultra high framerates, if you hate stroboscopics and blurs. Nice thing is at 480fps, you only need 1/480sec of GPU motion blur effect to erase the stroboscopic. While a lot hate GPU blur effects, it definitely helps with that. And you ...

So does going up to 2khz will improves the stroboscopic effect significantly, for people (like me) who hate seeing stroboscopic effect. ?

Is see, and what about mouse sentivity/DPI and polling rate does it reduce the gap produce by the strobe effect ??

OLED, is horrible because of stroboscopic effect.
If someday with find a solution for that, OLED will win.
But for now IPS is better.

ICUE (Corsair rgb software) also cause a lot of stuttering.

And what about the length of the transition?
I mean, when moving the camera quickly we saw previous frame but what makes the last frame stay longer or shorter ? GtG ?
Because if the monitor have the lowest response Time than stroboscopic or Blur trail should disapear before we Saw it ?
