That the game runs fine in firing range indicates that your pc for some reason isnt fast enough to handle 141 fps without stutter. How is it handling Arena(less demanding than regular game) and are Temps OK? Perhaps you can try to lock it att 100 fps with RTSS and see if firing range / regular match...
