Isn't this because every time the mouse updates it must interrupt the gpu (nvidia) to draw it on the screen, also consider trying software cursor vs hardware cursor. Look for content on interrupt affinity and try to get your mouse, keyboard and usb controller out of your first core (CPU 0).

FYI, all USB ports on Intel go through the Chipset. If you have an 11th gen intel CPU or newer, the primary M.2 slot is connected directly to the CPU.
