If you think it works one way then it should also work the other way around. Make yourself full of static electricity and go see if the game is completely desynced, not smooth etc. To confirm something one should be able to replicate it. I'm afraid it's not that simple and there are multiple factors...

Obviously there's going to be people who have less experience with this problem and who still believe you can solve it by throwing money and crazy tweaks at it. Windows reinstall or when u first start your pc is where error correction algorithms aren't as activated as much as when you play csgo for more than 20 minutes or hours.
