Should I upgrade monitor next for low input?

I7 9700k
Rtx 2060 ti
16gb 2666
144hz IPS 1ms MPRT (on UFO MPRT it shows 6.4ms actually)

I'm planning to upgrade one of the above, but with my conditions rn I can only upgrade a single one at least for now, my mouse on this 144 isn't as responsive as in my ...

Go to Start > Settings > Time & language > Date & time

is that on 10 7 XP?
It's in windows 11! Just look it up for"time and language" on start menu

Works in win10

changing the scaling value from 4 to 2 changed the mouse feeling and it's definitely not placebo thanks so much
