After testing this myself in win 11 it seems to be a very round about way of playing games in windowed borderless.
That said please test it yourself You might just experience better or smoother gameplay using this display mode compared to exclusive Fullscreen.

Switched from BGR to RGB using Better ClearType and it's much better now.
Monitor is a Dell AW2518H
There is still something happening to the text when doing the same mouse over on that page but it's much less jarring now.

This has been bothering me for awhile... Steps to reproduce: Navigate to https://forums.blurbusters.com/viewtopic.php?f=10&t=4997 Scroll to end of page Mouse over jump to button Text on the page changes slightly similar to a bold to normal effect. Happens both in Chrome and IE11. Only happens on 100...
