I just learned that Gsync Pulsar is basically the scanning BFI but also with VRR but I don't have any idea about whether it's certification by Nvidia or something else.

According to Blur Buster Chief, this is because the XG2431 with Ultra Pure XP mode = 2400 HZ OLED monitor without BFI. Yes you heard correct 2400HZ and NOT 240HZ YES 2400HZ.

That's factually incorrect. A 2400 Hz OLED would have zero crosstalk and 6x better brightness (52 cd/m2 for XG2431 at 10 ...

I have no idea why you are rejecting backlight strobing
because it's the only way to have great motion clarity without crazy high FPS and frame generation gimmicks.

I learned just now that there are several FALD IPS monitors
AOC AG327UXM
Innocn GA32V1M
Titan Army P326MV Max
and at least one of them has scanning BFI as detailed in this review with a high speed camera.

As I understand it from the Rtings review it's basically a gimmick at anything lower than 540 Hz (there are pursuit photos there) because crosstalk is terrible and the pulse is longer at lower refresh rates:

How does local dimming affect SDR content?

I did not care about local dimming until recently but there's TCL 32R84 which seems to be great on paper with 1400 zones and 1400+ cd/m2 and most affordable 32" 4K FALD monitor.
There's also a chinese rebrand Ffalcon R32U8 which might be even cheaper.

Hence the question: how does local dimming ...

Every shot they take does not have long exposure to capture motion across multiple frames. I feel like a damn genius ...

I probably found it. It's not FALD but rather side backlight used to scan the panel, it's called Dyac2.
