So the "prefer maximum performance" setting in the nvidia control panel's "power management mode" option in the "3D settings" section doesn't work for you?

Are you sure you have enabled 120 or 144Hz? On the majority of monitors, 60Hz is the default and you have to manually change it.

There are some benefits with PS/2 keyboards (NKRO without needing multiple virtual HIDs mostly, if the keyboard's controller supports it) but with mice, PS/2 doesn't have anything that's better in some actually tangible way.

Some games only run in borderless windowed mode. Some others will run in fullscreen mode that is always using "optimizations", regardless of your compatibility settings, because the game itself has requested to run in that mode.
