Strobing does increase latency a bit, but not much. It's usually somewhere between 2 and 5ms, depending on refresh rate and the specific monitor.
Are you using vsync OFF?

The Nvidia limiter is taken into account by the driver when making power management decisions. So more aggressive power management is possible. Obviously this comes at a latency cost. I have a 165 hz display. I typically run G-Sync + V-Sync ("on" in NVCP) + RTSS limiter at 162 when pushing max frames. I don't get anything like that. I'm on a 27" monitor and when playing games, my eyes are between 45-50cm (18-20") away from the screen.
