The -3 suggestion is an upper bound. Anything lower than that is perfectly fine too. Just pick 200 in your case.

Any recommendations on what I could try? I can only think of trying VSync Off in NVCP, or possibly a full Windows reset if some app or something is causing this behaviour. Unfortunately, at 240Hz, 2.0 is a bit too low, and 2.2 is a bit too high. There's no in-between 2.1 option
