so is there any technical reason why this monitor doesn't have strobing option at all?

try lowering your graphical settings to minimum, except for screen resolution
did this help?
if yes then maybe it's because the gpu memory is getting full
or not

the answer might be late a bit but both the HTC Vive and Oculus Rift use strobing at 90hz
