It's possible the adaptive sync implementation on your model is too limited. I looked up your manual, and it doesn't even mention adaptive sync support, let alone VRR, FreeSync or G-SYNC, the actual VRR range, or whether it has LFC support.

All or some games? And either way, what windowed modes (exclusive fullscreen, borderless, etc) and APIs (DX11, 12, etc) is the tearing occurring in?

Because if you're gaming with certain flip models, MPO may take effect, where NVCP V-SYNC and/or fullscreen-only G-SYNC mode may or may not behave ...

Try a graphics driver clean install (uninstall & then reinstall) -- including complete settings reset.

If your laptop supports G-sync, enable it in the Nvidia control panel. if not, enable adaptive sync in the intel control panel.
Make sure the fps is below your monitors refresh ...
