Been stewing this one for a bit. None of the network adapter or otherwise unspecified tweaks have worked, I have combed this forum and did all of those with varying degrees of unsuccess!
The only tweaks that have worked for me, inconsistently mind you, have been GPU related. Drivers, MSI, profile ...

Can you keep us updated? I tried one of the fixes on here and it worked for a few hours until I had to go to work. When I came back it was all the same again. If you have this issue, you will always know if it feels different or not. All of the fixes i've tried are not permanent.

Deleted ethernet adapter, reset msi settings to default for both gpu and wifi card and tweaked some advanced adapter settings, now the issue is that the response time is super fast. Testing in games comparatively shows this, especially in older games. The response window for me to react is fast and ...

As an aside, I have absolutely no reasoning as to explain WHY TCP/IP settings interfere with input latency. The hit reg and responsiveness differences are incredible and very volatile. But why?

Hit a bit of a plateau with the tweaking. So, going back to MSI Utility for the sake of covering all bases, switching between msi modes and interrupt priorites for both the ethernet and graphics drivers respectively gives different levels of responsiveness, but I haven't been able to replicate it ...

Testing is still on-going.
-Auto tuning values worked way better for ingame responsiveness on both normal and disabled but my results quickly diminished
-Nothing else besides the netsh commands or advanced adapter settings seem to be working

Testing for yourselves:
1. Go-to Device Manager
2. Under Network Adapters
3. Uninstall Wi-Fi AND Ethernet Adapter
4. Use your phone or other third-party device to connect to your Wi-Fi or utilize a hotspot

Uninstalling both the default wifi and ethernet adapters seems to have remedied my issue a TON for the moment!
