That's not latency, it's processing time.

Display scaling used to add at least 1 frame of processing time, so a 60 Hz display would display the same image 16.66 ms later. No idea how more modern display handle this.

If it measures polling in the tens and hundreds of thousands then our definition of "well" is quite loose.

CPPC already prioritizes my boosting cores 2+3 and then 5+6 and almost all (hardly existing) background processes/services are pushed to E cores via Sets. So if this isn't enough for MouseTester to come to proper results then it still doesn't seem like a trustworthy application for the rather simple...
