UPDATE: The temp fix that helped me the most was plugging the air conditioning in the same power strip as my PC and monitor and leaving it on. I noticed approximately 70% improvement and it reaches 100% only for the first 10 seconds when I turn on the AC. I'm not sure why it helps but I guess for ...

FYI I disabled PBO + Core performance boost and my cs2 feels alot more stable. I'm thinking of downloading MSI precision to lock my GPU clocks now as well to see if that helps too.
Locking GPU clocks will most definitely help with smoothness + u can underclock.

I know I'm going to sound like a schizo, but it came back, even on new PC. I guess it was because it was new hardware as people sometimes mentioned. I just did the USB trick and the difference was insane. It was like I had a 1000hz monitor for 10 seconds.

Have you considered trying to mess with a custom resolution using CRU? Perhaps your display is frameskipping.
