I am from India and i have found the fix after 8 years , its fking windows man and im glad you are also on the right track . The culprit is windows defender, You have to disable the windows defender, note you just simply cant disable windows defender , I mean even if you disable from multiple metho...

i have this same exact issue but it feels consistent when i restart my mouse or when i plug it back in wtf is GOING ONNNNNNNN NO SOLUTIONS MAN. ive reinstalled windows so many times its unhealthy.

ive also had this issue for half a year now. everything as mentioned from the OP. but for me it feels completely normal when i reset the mouse or when i unplug and then plug the mouse back in again but only for a few seconds this is super odd and out of the blue.
